63-cell depth layer and explainer infrastructure

Affected: All 63 permanent cells

What changed: Added permanent cell-keyed explainer and supporting-material infrastructure while preserving seven equal pillars, 21 branches and 63 cells.

Why: To let readers move from the manifesto to concise explanation and deeper working material without confusing those layers.

Supersedes: The earlier shallow cell-page layer.

2026.10.01SITE/TECHNICAL CHANGE

Seven Pillar Preambles

Affected: Pillars 1–7

What changed: Added a substantive Preamble after each pillar summary and before its three branches, with a stable #preamble anchor.

Why: To explain the pillar-level case and cross-pillar logic before readers enter the nine cells.

Supersedes: Pillar pages without a substantive preamble layer.

2026.10.01POLICY AMENDMENT

Cell 5ci prevention and early-detection amendment

Affected: Pillar 5 · Cell 5ci

What changed: Replaced the former service-family welfare cell with Prevent Illness; Detect Disease Early. The permanent ID remains 5ci and the former route redirects.

Why: To make evidence-based prevention and early detection part of the universal healthcare guarantee.

Supersedes: 5ci — Protect/Cover the Families Who Guard the Republic First. Its welfare substance remains under Pillar 1.

2026.10.01POLICY AMENDMENT

Pillar 6 architecture and tax refinement

Affected: Pillar 6 · Cells 6aii, 6aiii, 6biii and 6ci–6ciii

What changed: Adopted Open the Money / Open the Officials / Open the Tax Rules; consolidated the financial trail and future liabilities; restored the patronage rule; clarified tax authority, fairness and challenge rights.

Why: To give public finance a clearer citizen-facing structure without losing debt, audit, security or taxpayer safeguards.

Supersedes: The prior 6a/6c distribution and Bind the Fiscal Future branch label.

2026.10.01RESTORED FOUNDER INTENT

Restored anti-patronage and private-donation doctrine

Affected: Pillars 1 and 6 · integrity institutions and senior public power

What changed: Restored the rule against substantial private patronage and direct private donations of operational assets to coercive, prosecutorial and judicial institutions.

Why: Public authority should be state-financed rather than dependent on people or companies whose interests may later come before it.

Supersedes: Compressed public wording that did not state the full doctrine.

2026.10.01RESTORED FOUNDER INTENT

Pillar 2 operational clarifications

Affected: Pillar 2 · removal, budgets, Presidency and public examination

What changed: Propagated the one-year honeymoon rule, institutional removal routes, LGA and Zone budget roles, Commander-in-Chief status, the 90/10 on-budget allocation and open Senate examination.

Why: To preserve the founder-approved operating logic while leaving detailed procedures to constitutional and policy work.

Supersedes: Earlier supporting material without the full operational note.
