Nigeria already has a law for free, compulsory primary and junior-secondary education. Under the current UBE framework, a child moves from primary to junior secondary school automatically. Green White Go proposes more than this. Its five-year Junior Basic stage near home, five-year Senior Basic stage in every Ward, five-year Secondary stage, Human Capital Launch Loan and Civic Grid service guarantees are proposals that go beyond what the law now requires.

Basic Health Care Provision Fund

The National Health Act and the BHCPF framework set a legal minimum for health funding today. The project's evidence confirmed that this minimum is at least one per cent of the Federal Government's Consolidated Revenue Fund. A proposal to raise it to two per cent was still described in September 2026 as an amendment bill. These are separate questions: how much the law says should be set aside, whether it is released, whether it is received, whether it is spent, whether patients can get care, and what Green White Go's wider guarantee would cost.

Freedom of Information

The normal Freedom of Information rule is this: a public body must give you the information, or give a reason for refusing, within seven days. The law allows extensions and exemptions. It allows the information to be split so the exempt part is removed. And a court can review the refusal. The project also confirmed the Supreme Court's decision of 11 April 2025 in Osakwe & 8 Others v EDOSACA. It applied the federal public-records law to State public records.

Local Government Autonomy

On 11 July 2024, the Supreme Court gave judgment in AG Federation v AG Abia & 35 Others. The operative orders support paying Federation Account money directly to democratically elected councils. They reject replacing elected councils with caretaker or administrator bodies. The judgment does not prove that this is fully carried out across Nigeria. It also does not create Green White Go's wider plan for Local Government.

CURRENT LEGAL STAGE

State Police Constitutional Alteration

The National Assembly reported that it sent the State Police bill to all 36 State Houses of Assembly on 16 September 2026, for the ratification stage. Do not describe it as already part of the Constitution. This live reform is separate from Green White Go's destination proposal. That proposal has Community and Federal Police only.
