Coordinate Across LGAs Without Creating Another Government

The Geo-economic Zone is not a tier of government: LGA Directors form the Council of LGA Directors, which selects a Zonal Chief Executive (ZCE) from a qualified external applicant pool, with no Director able to promote themselves into the office, to lead authorised coordination on cross-LGA economic strategy, major infrastructure, investment attraction, shared systems, emergency coordination and other joint functions expressly authorised by law.
The ZCE is not a Governor and holds no residual Governor-like power; the Council may remove the ZCE by a two-thirds vote with published reasons, while the Zone has no legislature, Zonal Police, separate judiciary, residual sovereignty, general taxing power or unilateral borrowing sovereignty, with detailed funding, borrowing, project-finance and operating rules left to legislation and the relevant Policy Papers.
The division is deliberate: the Federation equalises where genuine LGA fiscal capacity cannot finance the nationally guaranteed floor, the Zone coordinates, and the LGA governs and delivers, giving neighbouring LGAs the benefits of scale without creating another government.

Geo-economic Zone legal character and equalisation evidence remain proposition-specific.

Tiers describe the levels of government: Local and Federal. Arms describe different functions of government: lawmaking, execution and justice. The Geo-economic Zone is a constitutionally recognised coordination layer. It does not add a third tier, a legislature or a separate judiciary.
Abolishing the State tier does not abolish its functions. Each function needs a lawful successor: Local where possible, Zonal where coordination is genuinely necessary, Federal where sovereignty or national scale requires it, and independent where executive control is inappropriate. Staff, assets, obligations and records must follow a traceable succession process. Governors’ powers do not automatically pass to Zonal Chief Executives.
Because the Geo-economic Zone is designed to solve problems that genuinely cross LGA boundaries without recreating another general government.
A Geo-economic Zone coordinates:
- major infrastructure;
- investment attraction;
- economic strategy;
- shared systems;
- cross-LGA capability;
- emergency coordination.
It has:
- no legislature;
- no Zonal Police;
- no separate judiciary;
- no residual sovereignty;
- no general taxing power;
- no automatic inheritance of Governor powers.
The Zonal Chief Executive coordinates authorised joint work. The LGA governs citizens. The Federation guarantees the national floor.
Green White Go's test for the middle layer is therefore:
does this function require several LGAs to act together?
If yes, coordination may belong at Geo-economic Zone level. That does not make the Geo-economic Zone another State.
