Every child receives five years of Junior Basic Education close to home at Neighbourhood level, built around five foundations: English, Communication & Verbal Reasoning; One Nigerian Language; Mathematics, Logic & Quantitative Reasoning; Elementary Science & Scientific Thinking; and Social & Civic Education.
Junior Basic should be delivered through suitable Neighbourhood-level school facilities, while curriculum, assessment, pedagogy, facility standards, staffing and costing belong in the relevant Policy Papers.
The purpose is to give every child a strong intellectual, civic and reasoning foundation close to home, using suitable existing institutions where possible rather than confusing educational access with a promise to build a new facility everywhere.

Nigeria has a statutory framework for free and compulsory primary and junior-secondary education. The current UBE framework describes transition from primary to junior secondary as automatic. Green White Go's nursery footprint, common-entrance proposal, vocational year and Civic Grid service guarantees are therefore proposals beyond the present statutory floor.
Evidence and limits
Service guarantees are destination proposals. Geographic feasibility, workforce, facilities, recurrent funding and costing require implementation work; a legal duty alone is not proof of access.
The proposal remains distinct from current law and from evidence for individual components.

No fixed two-school Junior Basic count is proposed. Every Neighbourhood must provide Junior Basic Education close to home: the first five years of school, with capacity sized to population, geography and demand. The guarantee includes practical support for access, and ordinary schools remain responsible for inclusion while specialist capacity supports children with disabilities and additional learning needs.
