Green White Go proposes Community Police close to citizens — Posts at Neighbourhood level, Stations at Ward level and Area Commands at LGA level — alongside one Federal Police for serious, national, inter-LGA and serious federal anti-corruption enforcement, with no State or Zonal Police.
Civilian accountability follows a separate chain: citizens elect volunteer Neighbourhood Safety Representatives, who select Ward Safety Representatives from qualified external applicants; Ward Safety Representatives select the Local Area Attorney from a qualified professional legal pool, and Local Area Attorneys select the Federal Attorney-General from qualified external applicants, while Safety Representatives have no weapons or powers of arrest, investigation, police command, protected operational intelligence or interference in individual cases, and the Local Area Attorney leads the Area Command institutionally, not operationally.
The design keeps ordinary policing close to citizens while keeping armed operational command professional and preventing the creation of another armed political tier.

State Police Constitutional Alteration

The National Assembly reported that the State Police constitutional alteration bill was transmitted to all 36 State Houses of Assembly on 16 September 2026 for the ratification stage. It should not be described as already constitutionally enacted. This live reform is separate from Green White Go's destination proposal of Community and Federal Police only.

Because Green White Go prefers one clearly accountable owner for serious federal enforcement rather than several institutions able to pass responsibility among themselves. Under the destination architecture, serious federal anti-corruption enforcement sits inside the Federal Police. Concentrating enforcement creates risks and requires stronger checks.
The safeguards include:
- specialised functions separated internally;
- blind or protected case allocation where appropriate;
- scrutiny of officers' own finances;
- judicial safeguards around intrusive financial-intelligence powers;
- public spending information visible independently of police;
- the Federal Attorney-General selected through the civilian legal-accountability chain;
- legislative scrutiny of Federal Police leadership;
- independent courts;
- open audit and public-information systems.
Police visibility into public spending never means police approval of public expenditure. And Green White Go does not claim that placing anti-corruption in the Federal Police somehow makes corruption impossible.
The proposition is narrower:
make responsibility clear, then surround concentrated power with visible checks.
Because Green White Go's destination does not contain State government. Its policing model follows that constitutional design. Every Neighbourhood has a Community Police Post. Every Ward has a Community Police Station.
Every LGA has a Community Police Area Command. Serious national and inter-LGA crime belongs to one Federal Police. A Geo-economic Zone coordinates economic and cross-LGA activity. It is not a government and therefore has no Zonal Police.
The model is:
Community and Federal Police. Nothing in between.
Civilian Safety Representatives provide an accountability chain beside operational policing. They command no officers, make no arrests, conduct no investigations and interfere in no individual case. The design carries concentration and local-capture risks. Those risks must be addressed through professional policing, civilian accountability, courts, audit and lawful review rather than by pretending the institutional choice has no downside.
No. Safety Representatives carry no weapons, make no arrests, investigate no cases, command no officers and gain no protected operational intelligence merely by holding civic office. They may not interfere in individual investigations or prosecutions. Their role is civilian accountability beside professional policing, not an additional police command.
